Nowhere in here do you give the device a way to get an IP address. You've turned off DHCP, but don't give a static address, so I guess it's just picking a random value from somewhere.

Say something like this:

DEVICE=eth1
HWADDR=00:1B:21:07:A5:94
ONBOOT=yes
BOOTPROTO=static
IPADDR=1.2.3.4
NETMASK=255.255.255.0
