Try "yum clean all", but I suspect you need to delete and rebuild the RPM 
database. I don't remember the commands for that offhand, but Google might help 
locate them.

systemtap-runtime-4.0-10.el7_7.x86_64 is a duplicate with
systemtap-runtime-4.0-9.el7.x86_64
util-linux-2.23.2-61.el7_7.1.x86_64 is a duplicate with
util-linux-2.23.2-61.el7.x86_64

what to do ?
