Are you using createrepo every time you make any changes? You need to
do that in order to re-create the XML metadata containing the updated
packages.

my mistake.
I m using yum.conf to block some updates like java and docker.
My new repos contains a newer docker-version for testing. After
changing yum.conf everything works fine.
