You want to modify the /etc/sysctl.conf file:
# Controls IP packet forwarding
net.ipv4.ip_forward = 1
That change will take effect the next time the system is rebooted; or,
you can type:
/sbin/sysctl -p
which will load the values specified in /etc/sysctl.conf immediately.
