I'm a little confused, too. But, it might be more informative to query
the system for "network.target" than "network.service" since the former
is the one missing.
# rpm -V systemd
# locate network.target
/usr/lib/systemd/system/network.target
# systemctl status network.target

vendor preset: disabled)
