The /etc/trac/trac.ini file isn't used unless you explicitly call it from <<proj>>/conf/trac.ini, e.g.,
[inherit] file = /etc/trac/trac.iniYou can use the inherited file for defaults, overriding them in the project's configuration where necessary.
