Hey, since some months, I tried to make libtool running nicely with cegcc hosts. I think that now, the last part is in libtool git. So, you can try the libtool git, or wait the next version (2.2.7, I think) to see if there are problems when using cegcc or mingw32ce hosts. In that case, you need autoconf >= 2.62 and automake >= 1.10.1
