There was a cron job running periodically, but SourceForge is in the middle of a big move to another datacenter, see e.g. http://sf.net/sitestatus . In the process, they've (temporarily?) removed some services. The good news is that a "sftp" service is in place, I've just tried it to update the index.html file that you changed, and this appears to have worked.
