Yes, and no (because I can interpret the question in several ways :-))
I'm suggesting that it's value, or it being defined or not shouldn't
affect any definition we care about in the headers.  I was saying it
is a bug in the headers, and that people shouldn't rely on _WIN32_IE
on WinCE, but instead, should report and fix those bugs.  I'm saying
that telling people to define _WIN32_IE keep propagating
that problem.

Thanks for doing that!  Now we only need to fix.  :-)

BTW, FYI, patches + references to MSDN are the nicest ways
to report these matters.
