It says:

* Note: This release contains the Standalone Device Emulator as well as 
the following Windows Mobile OS Emulator Images*

    * Windows Mobile 5.0 with Messaging and Security Feature Pack (MSFP)
    * Windows Mobile 2003 SE

My emulator does have the 2003 images installed. Can't remember where I 
got them from, though.
