That is not a bad idea. Costs are probably not as bad as you might think, I understand that pressed CDs are not really all that expensive. Seems that it stalled at OO.o 2.0 or thereabouts. There were also some efforts to port it to both Scots and Irish Gaelic, although I'm not sure what has happened there either. You might like to take a look at the page for the Welsh language project <http://cy.openoffice.org/index.html>, maybe try and contact the project lead. Perhaps this current project of yours could help revitalise the localisation efforts.
