Each state is different to a degree. The thing to remember is that you
are not selling software. You can not sell Open Office. Your are
getting "reimbursed" for transporting a copy of free software. You
most likely, will opt for a flat reimbursement fee of $X. (what ever you
decide). Most distributors will not make enough copies to even concern
the "authorities". Most of the CD distributors have said that 2 CD's in
a week is a big week. At $10 per CD (or what ever you decide) for 2
copies a week, that would amount to $1040. annual reimbursement, at a
high 6% sales tax gross revenues would total less than the cost of an
hour of investigators time. They just aren't concerned with a small
drip, they are way more interested in the million copies of Windows at a
couple hundred each which will make their collection volumes sizable.
Personally I would not bother worrying about it. I am not an expert and
would never present myself as such.
