FWIW, I know that including a pre-built configure script is at least quite common in release tarballs in other projects, although many of those have a step in the build instructions like "if you're building directly from git, you first have to regenerate the configure script". But if the script is actually portable, it does seem like committing it could make things easier at the expense of some maintenance overhead.
