I agree with Christian: the side drawer is probably not the most usable 
alternative if only because it would be (AFAIK) the only tray in CDE which 
opens sideways.

Is the bottom-left of the four icon spots surrounding the workspace 
switcher used?  It's empty in all of the builds of CDE I've done, but I 
seem to recall it being used in the 90s-era systems that I've toyed with.

I ask, because if not, perhaps that would be a good spot for a 16x16 icon 
which spawns a tray widget?

Obviously one would still need to actually write said tray widget...
