The PLCC package had pins that come out of the sides of the package, go
downwards and then hook under the package in a sort of 'J' shape. It can
be surface mounted by soldering the bottom of the 'J's to pads on the PCB.

I've done them by hand. My method, although it breaks the rule about not
melting the solder onto the iron is to position the device. put solder against
the bottom of the pin/pad and melt it by pushing a fine, pointed soldering
iron in there.
