This is a frequently asked question, more so recently - perhaps because many people are working at home. Over the years we have been relying on Bernhard Lohkamp to make WinCoot binaries - he does this in his free time (of which he has less now that he is a father). Doing a normal release is a non-trivial amount of work, but the changes needed for 0.9 are much more substantial - due to Coot now requiring a C++11 compiler, with threads. I know next to nothing about developing on Windows and I estimate that it would take me about 6 months get get up to speed. I haven't done that as I'd rather be a scientist than a Windows neophyte.

That's a rather long-winded way of saying "I don't know - maybe a week maybe never."

There is another traunch of infrastructure/dependency changes in the pipeline.
