Well, that is partly what we have the IUCr for, isn't it? A couple of people have referred to the wwPDB in this context, but IMHO the IUCr is a much better forum to try to reach some kind of decision about these issues. If the IUCr has a clear policy, the wwPDB can enforce it (like they did with the deposition of structure factors). If the wwPDB takes a lead a lot of people will get annoyed at them, when the real problem is that crystallographic practitioners haven't come to any agreement amongst themselves.
