I was testing FPARTi,PHIPi in refmac 5.5.0089 and got an unexpected
result.  With scaling off (no SCPART keywords), adding an FPART1,PHIP1
where all entries for both columns were 0 gives Rwork and Rfree of 1.0.
 When scaling of FPART is turned on, the Rwork,Rfree values are as
expected (comparible to using no FPARTi,PHIPi entries on LABIN).

My understanding was that FPART and PHIP were added to FC and PHIC (as
complex numbers).  But if that were the case, I'd expect adding  0
should give me the same results as using no FPART, and that the scale
factor applied to 0 should be irrelevant.

Any suggestions to what I'm missing here?
