Because the hardware requirements are different for ATM and Frame
Relay. ATM has strict requirements for hardware in terms of QoS and
other capabilities, while FR is "somewhat" more relaxed in that sense.

When talking about Frame Relay switching, it's very different
conceptually from ATM switching. I could dig up documents about this,
but that doesn't change the fact - 7200 can't be used as Frame Relay
switch, in any shape or form.
