When the EXP value changes within the MPLS cloud, the top label is
changed. When the entire labelstack is removed from the packet, than
yes the EXP value is then copied back to the IP header.
If the top label is changed you might be lucky that your VPN label
hasn't changed and the EXP value isn't changed :-)
