CSC... is all about providing the VPN services to the small carriers...

think of it... R1---R2---R3---R4---SP---R5---R6---R7---R8

now R4---SP---R5 is main carrier that providing MPLS VPN services to sub
carrier (R2---R3) as well as (R6---R7)
now those sub carriers are providing connectivity to their CE R1 and R8...
now Main SP will only have reachability to only loopbacks of Subcarrier
routers... but what about subcarrier's customer (R1/R8)... only sub carriers
know about their customer routes where as Main carrier is hidden from this
as you have IBGP between R3 and R6 or R2 and R7 as per your topology... so
there should be some different schema of forwarding between
Subcarrier---carrier---subcarrier for the Customer of subcarrier (R1 and R8)
to achive this you need to have MPLS running between CSC CE (R3/R6) and
PEs(R4 and R5)...
