The only exception I know of is the case of a re-read. Then they
re-load your configs in a different rack.

Also:

Sw1(config)#no ip cef dis
%Cannot disable CEF on this platform

If you can't disable it, why worry about re-adding a command to enable it?

IMO, adding an on-boot EEM script that you weren't explicitly asked to
do in a task sounds like a recipe for disaster. Don't over-think it.
