Multilink as you are combining the serial interfaces ... I think. So each serial interface has a defined BW (which is shared by the sub interfaces), but your combining them so you need to tell the logical multilink what the cumulative is. ACtually saying that MLPPP usually take this into consideration, but I guess as you are using QoS you need to manually define it.
