Depends on the exact phrasing of the question, but when I see something about 
stopping TCNs, my first instinct would be portfast. Enabling portfast will stop 
TCNs being generated for that port, but it doesn't introduce any other 
(potentially) undesirable behaviours like bpdufilter can.
