Mate I've seen a few of your questions and I think you need to take a step back for a bit.
Sit down, go through CCNA, CCNP and learn a few things. The volume I IPExpert labs would be a great to place to work too. Asking what a MAC address is for, what TTL does and the other things you have asked means you are at LEAST five years away from thinking about your CCIE. This probably is not what you want to hear but if you dont listen you will just be costing yourself lots of money in Lab attempts and travel. To put things into perspective, I had about 10 years of experience before I sat my CCIE Routing and Switching Lab.
