Adding the broadcast keyword on the fram map command is to enable broadcast & multicast traffic on the PVC between the two ends so that both routers can listen to multicast or broadcast traffic. If broadcast keyword is not added , both ends will not be able to hear any broadcast or multicast and in this case the neighbor command can be used instead. But split horizon is kind of routing loop protection for distance vector protocols like rip & eigrp and it must be disabled on the hub to allow it pass the routing updates recieved from one spoke and to be sent in the same interface to other spoke.
