I'm using the BVI for irb as below:

                     Router
*               Giga      Fast*
*stp forwarding* |        | *stp blocking*
                     |        |
                 Giga    Fast
          Switch1-------Switch2

Since stp is blocking on the link to the right, no funnel network will be
created since that link is only used as a backup.
So the forwarding interface is Giga on both ends. But the problem is that
Switch1 is negotiating to 100 with the BVI in this case.
