You need "no mpls ldp advertise-labels" configured in addition to your "mpls ldp advertise-labels for x to x" command on the remaining routers, not only R1. By default, a lsr will advertise labels for all prefixes. "no mpls ldp advertise-labels" disables this behavior. "mpls ldp advertise-labels for x to x" then selectively enables label advertisement for only the prefixes and ldp peers specified.
