Why do we have system mtu 1508 instead of system mtu 1504?

Why an alternative setting of MTU 1508 would require changes in the Routers 
interfaces to 

MTU 1496 in the Routers (in case  system MTU <MTU> command is not allowed on 
the Swithes) ?  Why not change the MTU in the switch interface itself? 

And why MTU = 1496 in the Router and not 1504 or 1508?

 
Cat1 has Fast Ethernet F0/1 and Gig0/2 Ethernet interfaces involved in 
L2Protocol-Tunnelling with R1 and R2 respectively.
Cat1 F0/1 talks to R1 F0/0 and G0/2 Cat1 talks to R2 G0/0.
Which of the commands to change system MTU interfaces should be used here and 
why?
system mtu <MTU>, system mtu jumbo <MTU> ? Remember we have a fast and a Gig 
ethernet interface.
Ths DSG solution shows Cat F0/1 and F0/2 used for L2Protocol-Tunneling...
