The example in the Cisco Press book rather. The half-life actually will determine the rate of decay. As I said, the time that it takes for the penalty to decay by half is the half-life time. Therefore, the half-life determines the decay rate.

Actually, that is not correct. The half-life is the amount of
time it takes for the penalty to decay by half of the original
value. For instance -- If you have a penalty of 1000 on a prefix
assigned, with a default half-life of 15 minutes, than after 15
minutes the penalty will be at 500.

The specific example that was brought up on cisco.com
<http://cisco.com/> appears to be inaccurate. Don't worry, it's
not the first time : )

15 minutes is the time it will take to decrease the penalty to
zero, in 7.5 minutes the penalty will reach half of its
initial value. half-time has more to do with Penalty than Time.

Well, what is the original penalty value given?

half-life is 15 minutes, the penalty decreases to 500 in
            7.5 minutes."
From BGP-4 Command and Configuration Handbook

why 7,5 min and not 15 min ?
