Cisco does not have any say on Dynamips as they do not licence it. Dynampis is open source and therefore covered by its GNU agreement.
IOS on the other hand... If you want to know about that, then read the page on the Cisco website before you press "Accept" to download the IOS rather than just pressing "Accept" without reading it.
