Congrats of getting the CCIE R&S written exam!
The best time I would say to attend a bootcamp is when you are
actually almost ready for the lab, but just need that extra little
kick in the butt (pardon my language). Then you will get the most out
of the bootcamp as most of it consists of doing labs and assessing how
you perform.
Second hand Cisco stuff is mostly found on eBay. There are some
companies that trade with it, but almost all of those are on eBay as
well. For the rest, of course you have Dynamips. You can do a lot of
the stuff, I'd say 80% of the R&S track with it. Please google on it,
for quite some examples and videos how to set it up. The only thing
you really need is a CCO account with download rights.
