Is the next-hop in the routing table and pointing towards the DSL interface? If the NH isn't in the routing table the router will forward the packet normally. Recursive NH resolution is available in 12.3(..)T or later and you can set that with "set ip next-hop ... recursive". That said, I don't think forwarding traffic towards your DSL ISP's proxy server will help by itself.
