Rodney, 209 means it can't find the image. This could be due to a number of problems. There might be an error in the path as you typed it, but more often it's because you've changed the path without updating the .ini file.
In order to update the .ini file, it has to be cleared at the bottom of the Preferences:General page. Then restart gns3. You will have to re-enter the paths in the Preferences and all the IOS Images as well. This worked for me.
