The formula was likely taken from the QoS Configuration guide on rate
limiting in which the value is (rate/8) x 1.5. In this case 250,000 x
1.5 is 375,000.

I figured the burst-byte would just be 2000000 divided by 8.  I checked
the doc cd but did not find a reference to burst-byte other than it can
be a value between 8000 and 1000000.  Can you please explain what to use
to come up with 375000?
