Hi Diana, Was the note anonymously hand written or was it an official DEC or Ag Dept. notification? I would be very inclined to call Cornell Co-operative Extension or a local AUTHORITY about birds _in winter_. Birds*ARE* known carriers but so is the wind & so are small & large mammals & rodents. I did see one Dept. of AG site that suggested that bird feeders be moved away from hemlocks. No matter what we do, human damaged nature will take it's course.
