Yep, that's a Hooded Warbler. There are a number of adjacent Hooded Warbler territories down below my house, and I hear this song all the time. Sometimes it's just one voice in a round of countersinging, sometimes several birds will be singing this song, and I've even watched one bird switch back and forth between this and its regular song (the more common "weeta-weeta-weeTEE-o" that everyone knows), for no obvious reason.
