I got back half an hour ago from jogging around Beebe Lake. There was a large, hawk-like bird soaring over the lake, looking for fish. I saw it dive twice for fish. The bird has a white head and underside and was reddish-brown on top. I have looked on allaboutbirds.com and haven't found anything. It could almost be a rough-legged hawk, except for the fishing part.
