We've seen this behavior several times the past few years.  Since our feeder is 
only a foot away from a sliding door it's a great way to observe Downies up 
close without optical assistance.

My friend Stefhan Ohlström, who lives near EcoVillage on Ithaca's West HIll, 
just sent me 2 photos of a Downy Woodpecker clinging awkwardly to a hummingbird 
feeder and apparently managing to drink from it.  I don't have hummingbird 
feeders, so I don't know how unusual it is.  It certainly looks ridiculous.  
Has anyone else on the Cayugabirds-L seen this?
