It was my own conclusion, so
first I checked files with:
 diff /opt/cas-overlay-template/etc/cas/config/cas.properties
/etc/cas/config/cas.properties
Result: same files
After I have created an executable file /usr/share/tomcat9/bin/setenv.sh:

CATALINA_OPTS="$CATALINA_OPTS
-Dcas.standalone.configurationDirectory=/etc/cas/config"
export CATALINA_OPTS
JAVA_OPTS="-Dcas.standalone.configurationDirectory=/etc/cas/config"
export JAVA_OPTS

run /usr/share/tomcat9/bin/catalina.sh run
Same problem:
