I verified that the TGC is being returned, so that hurdle is cleared. It still seems odd to me that the stock file login-webflow.xml for a Jetty standalone deployment doesn't include 'createTicketGrantingTicketAction' anywhere. Unfortunately, I don't have the time to try creating a 'reference' CAS standalone from the 5.3.7 sources to see if it works.
