Have you include
this:
https://apereo.github.io/cas/5.3.x/installation/JSON-Service-Management.html
compile
"org.apereo.cas:cas-server-support-json-service-registry:${project.'cas.version'}"
Also, which version of CAS are you using?
If you are using 5.3.x, the properties that you tried to use (
*cas.serviceRegistry.config.location*) is
incorrect
https://apereo.github.io/cas/5.3.x/installation/Configuration-Properties.html#cas-properties
If you indeed are using 5.3.x Try *cas.serviceRegistry.json.location*
instead
