I ran at the same issue and it seems that configuration is skipped and this parameter is loaded from Tomcat server.xml
CAS AUTHORS, do you even test your code? Similar issues with CAS itself, totally fed up already overwriting your code ... Trying to figure out what to do with this issue at the moment...
