ubuntu-manual-tests:main.

These tests were added during the 24.10 release cycle, however it was decided 
that kdump-tools will only be configured automatically on 24.10 and later 
releases. Thus the enablement tests will "fail" as written when testing an 
earlier release (e.g., 24.04.2). Without a way to otherwise link tests on a 
per-release basis, this MP proposes some text to tell readers to skip these 
tests on older releases.
