I believe this is not a bug. Currently in highway d/t/control you have Tests: compile-and-execute Depends: libhwy-dev, g++, pkgconf Restrictions: allow-stderr
To enable "cross build tests", you need to have build-essential in the test Depends. This is documented in README.package-tests.rst (part of bin:autopkgtest): Foreign architecture testing ---------------------------- [...] - ``build-essential`` in the test's ``Depends`` field is automatically replaced with ``build-essential:native, cross-build-essential-${DEB_HOST_ARCH}`` to provide a compilation environment for both ``${DEB_HOST_ARCH}`` and ``$(dpkg --print-architecture)``.
