OK I just recall that on Oracular /tmp/ is now by default a tmpfs:
tmpfs           950M     0  950M   0% /tmp

This explains why we're getting this "No space left on device" error.

Bug description:
  Issue found on Azure instance Standard_B1ms with O-azure 6.11.0-1004.4
  after the build issue bug 2077134 has been fixed.

  In this test we will try to create a 2G file for the swap, and this
  attempt will fail because of the insufficient disk space.
