Yeah, you can propose the hint if you want and then it's up to the Ubuntu 
Release Team if they want to accept it.

I have asked the Canonical Release Management Team (formerly Canonical QA Team) 
to look into the root cause of this issue. i386 autopkgtests should not be 
using pkgconf from amd64 since it won't work properly. I don't think this can 
be fixed cleanly in the highway package itself but this needs a configuration 
change in autopkgtest.ubuntu.com .
