Bug description:
  This is not a regression, the test was skipped in the old days due to
  the lack of `nettest` command (bug 2006391)

  Unlike bug 2006716 ("5 failures reported in net:fcnal-test.sh on
  Jammy") there are 7 common failures reported on Kinetic
