The rng-tools install problem was due to a local configuration issue. Not a bug in autopkgtest

This currently fails: - When building >= Focal images, autopkgtest-virt-qemu fails as it tries to install ifupdown on the testbed, which is not available in main (the only enabled component during debootstrap). We should stop installing ifupdown in >= Focal or more probably >= Bionic (when netplan has been made the default). - Issues with setup-testbed installing rng-tools have been reported [1]. Note: at the moment autopkgtest-build-qemu is also failing to build noble images because the release pocket is currently missing binaries.
