I gathered this information on the internal ~ubuntu-qa channel: In Xenial autopkgtests are only run for amd64, i386, s390x. The problem is similar to what happened to ubuntu-advantage-tools a while ago: https://autopkgtest.ubuntu.com/packages/ubuntu-advantage- tools/xenial/arm64 and an exception was made for it to solve it.
